Job Creation Incentive Program

Established by Prescott Valley Resolution 2023-2328

The goal of the Prescott Valley Job Creation Incentive Program is to stimulate the development of sustainable, career-oriented, head-of-household wage jobs and large scale retail centers in Prescott Valley. The program is designed to encourage both new business attraction and existing business expansion, and meet the objectives set forth in the Prescott Valley Strategic Plan.

Administration

The Prescott Valley Job Creation Incentive Program reallocates construction sales tax revenues received from a new construction or expansion project and makes them available for reimbursement to a qualifying employer. A participating employer must track and document construction sales taxes paid in association with its project. Funding available for reimbursement is limited to the amount collected in construction sales tax revenues by the Town of Prescott Valley from an individual project. Reimbursement requests must be made to the Town within three (3) years of issuance of Certificate of Occupancy for the new or renovated structure. All program elements operate on a reimbursement basis. Documentation of allowable expenses must be submitted to the Town in order to receive reimbursement.


Employer Qualifications

To qualify for the Prescott Valley Job Creation Program, an employer must:

  1. Generate a minimum of $24,000 in construction sales tax revenues (approximately equal to a $1 million construction cost investment) in Prescott Valley; and
  2. Create at least 10 new, permanent, non-construction jobs in Prescott Valley which pay within 10% of the medium household income at the time; and
  3. Be a non-retail enterprise; except grocery anchors that are located in underserved areas
  4. No residential projects


Elements

Qualifying employers may request reimbursement for any or all of the following program elements:

  1. Employee Relocation Expenses: An allowance of $3,000 per employee-purchased home within the Prescott Valley Town limits to assist with the cost of relocating employees to a new facility. This reimbursement is also available to any new employee that does not already live in Prescott Valley who is hired as part of the employer’s relocation or expansion.
  2. Hwy 69 Corridor and Main Arterial Roadways Beautification: Expenses which improve the appearance of the Hwy 69 Corridor and main arterial roadways within the Prescott Valley Town limits, including signage, building facade, and landscaping. Allowable projects must conform to Prescott Valley Commercial Design Standards and may be in public or private rights-of-way.
  3. Student Internship and Training Opportunities: Actual costs of internship and training programs in the employer’s industry for high school and college students who are Prescott Valley Residents.
  4. Job Training: Actual costs of training programs for new or existing employees, including but not limited to the cost of course design and development, instruction costs for job-specific training, training materials and supplies, and training facility rental.
  5. Innovative Sustainable Development: Actual costs associated with solar and/or wind energy improvements, low environmental impact development, water conservation techniques, and other green industry best practices.
  6. Public Infrastructure Costs: Actual costs of constructing public infrastructure needed to serve the Targeted Employer’s facilities, including the cost of any Town of Prescott Valley-adopted development impact fees paid by or on behalf of the Targeted Employer toward public infrastructure.

Grocery/ Supermarket Incentive Program

The goal of the Prescott Valley Grocery/Supermarket Incentive Program is to stimulate the development of a new grocery/supermarket store in under-served areas in Prescott Valley. The program is designed to encourage grocers to build in Prescott Valley in areas that have been determined by staff to be under-served by grocery/supermarkets.

  1. Program Information

The Prescott Valley Grocery/Supermarket Incentive Program reallocates construction sales tax revenues received from a new construction of a grocery/supermarket store and makes them available for reimbursement to the qualifying employer. A participating employer must track and document construction sales taxes paid in association with its project. Funding available for reimbursement is limited to the amount collected in construction sales tax revenues by the Town of Prescott Valley from an individual project. Reimbursement requests must be made to the Town within three years of issuance of Certificate of Occupancy for the new structure. All program elements operate on a reimbursement basis. Documentation of allowable expenses must be submitted to the Town in order to receive reimbursement.

Employer Qualifications

undefined Opens in new windowTo qualify for the Prescott Valley Grocery/Supermarket Incentive Program, an employer must:

  1. Must be a Grocery/Supermarket offering a wide variety of food & beverages, and may include household products
  2. Eligible if development is constructed within the opportunity areas shown on map as Exhibit "A"
  3. Reimbursements are proposed to be paid only as such Grocery/Supermarkets begin operation within the community 



Elements

Qualifying employers may request reimbursement for any or all of the following program elements:

  1. Public Infrastructure Costs: Actual costs of constructing public infrastructure needed to serve the Grocery/Supermarket facilities, including the cost of any Town of Prescott Valley-adopted development impact fees paid by or on behalf of the Grocery/Supermarket toward public infrastructure.
  2. Site Improvements for Beautification: Actual costs associated with signage, building facades, landscaping, and similar improvements for "beautification."
  3. Sustainable Development: Actual costs associated with solar and/or wind energy improvements, low environmental impact development, water conservation techniques, and other green industry best practices.
