2.) Next – Register with “Prescott Valley”

Capital Improvement Projects

1. What is Capital or CIP?

Capital Outlay is the combination of all Capital Equipment, and Capital Improvement Projects.

Capital Equipment is defined as machinery and equipment that has a cost of at least $3,000, and a useful life of at least 1 year.

A Capital Improvement Project is public infrastructure, land and construction, that has a cost of at least $25,000, and a useful life of at least 2 years.

"CIP" is an acronym for "Capital Improvement Project".

- Civic Center, Library Building, Police Building, and other public buildings
- Public Parks, such as Mountain Valley Park, including sports fields, swimming pool, & trails
- Glassford Hill Road, Robert Road, and many other public streets, including sidewalks & traffic signals

3. How is it Funded?

The Town's annual budget includes capital outlay, as approved by the Town Council.

Funding for Capital Outlay is from a variety of sources including, but not limited to: the General Fund, the Enterprise Fund (from your water bill), the Streets One-Third Cent Sales Tax, and Special Revenue Funds, such as: the Replacement Fund, the Highway Users Revenue Fund (HURF) (our allocation of the state "gas tax"), the Donation Fund, the Grant Fund, and the Development Impact Fee Fund (from the sales of new homes).

These funds may also receive funding from such sources as grants, bonds, loans, and cash reserves.

4. How long does it take to build it?

The amount of time to design and to build the project varies from a few months to a several years, and depends on the project.

Here is an example of a typical project timeline:
1 - The need is identified, and sometimes includes studies and models.
2 - The project scope and schedule is determined.
3 - Funding is secured.
4 - A designer is selected, and design commences.
5 - Surveying, soils studies, traffic studies, etc. are performed, as needed.
6 - Land is acquired, if necessary.
7 - Design is completed, estimates are refined, and necessary permits are obtained.
8 - The project is bid, and a contractor is hired to begin the work.
9 - The project is built, with inspection oversight and testing.
10 - The new infrastructure is approved, and the warranty period begins.
11 - The Town accepts ownership, and begins operations and maintenance.

5. How can I design or construct a Town project?

The Town's Purchasing Requirements are outlined in the Town Code and State Law.

Typically, the Town uses a traditional "Design-Bid-Build" procurement process to hire designers and contractors. This means that designers are selected on their qualifications, and contractors are hired by low bid.

As required, the Town advertises bids and RFQs, in the local newspaper - and you will typically see these advertisement in the newspaper legal section on Sundays.

Elections

1. Assuming Duties of Office

The Mayor and Council members shall assume the duties of the office at the regularly scheduled Council meeting next following the date of the canvass of the vote of the General Election at which, or effective as of the date of which, the Mayor and Council members were elected.

2. Election of Mayor & Council

The Mayor and Council members shall be elected from the Town at-large, pursuant to the election procedure specified in ordinances which are adopted according to law.

3. Final Election Results

Posted after the election.

4. Nomination Petitions

Mayor or Council Member
At least 5% and not more than 10% of the highest vote for an office in the last preceding election for an elected official of the town. Candidates need to file no less than 591 and no more than 1,181 signature petitions for the August 6, 2024 Election.

5. Qualified Elector

A qualified elector is deemed to be any person whose name appears on the register for the last preceding general election, or who has registered subsequently, and is otherwise qualified.

6. Special Elections

The Council, or under certain circumstances the Clerk, may also call special elections, when needed, in accordance with State Law. This may include elections for initiatives, referendums or recalls. All associated documentation for an Initiative, referendum or recall is available upon request from the Town Clerk's Office. Petitions must be filed in accordance with the Arizona Constitution and Arizona Revised Statutes. Keep in mind that the following filing deadlines apply:

Initiative - Petitions cannot be circulated for signatures more than twenty-four (24) months preceding the election at which the measure is proposed to be voted on and petitions must be filed no later than four (4) months preceding the lection at which the measure is proposed to be voted on. 

Referendum - Petitions must be filed within thirty (30) days after passage of the ordinance, resolution or franchise.

Recall - Petitions must be filed no later than  one hundred and twenty (120) days from the date of submission of the application for recall petition.

7. Write-in Candidate Information

The write-in Candidate nomination paper must be filed with the town clerk by 5:00 p.m., 40 days prior to the election. The Nomination Paper Write-in form is on the Candidate Forms page.

Glassford Dells

1. Why is the Town doing this?

To preserve approximately 3,500 acres of Arizona State Trust Land from future housing development and expand outdoor recreational opportunities.

2. What is this I've heard about a "gondola" system or mountain bike lift?

One idea that has been discussed is a mountain bike lift where riders could hang their bikes on the side/back of a chair lift and ride to the top. Gondolas (red, yellow, blue carrying multiple riders) is NOT under consideration. This concept must be fully studied by outside professionals to determine if it is economically feasible, can be constructed in an environmentally sustainable way, and can minimize its appearance to Prescott Valley residents.

 

3. What other amenities are being considered?

The Parks and Recreation Department completed a master plan in 2020, consisting of multiple public meetings to garner resident input. Four of the eight “High” priorities recommended in the study discuss trail/adventure areas, including:

1. Walking & Hiking Trails (Natural Surface) 
2. Walking & Biking Trails (Multi-Use Paved)
3. Adventure Area (Ropes Course, Zip Line, etc.) 
4. Open Space Conservation Areas/Trails. 

Other amenities could include a bicycle pump track, dog park, amphitheater, picnic sites, community garden, playground, disc golf course, sand volleyball courts, archery range, or other outdoor amenities. This is where additional public input will be critical in designing a park that will provide multi-generational recreational opportunities.  A copy of the Parks Master Plan can be viewed here.

4. What is the timeline for this project?

The Town is budgeting for the purchase of the land in the next fiscal year (beginning July 1, 2023). Costs to construct other amenities would be dependent upon future year budget allocations or grants. It will most likely be several years before some of these amenities could be budgeted and constructed. Funding for the purchase of the land is coming from the Town’s General Fund.

5. Will future trails mimic the existing trail going to the top of Glassford Hill?

The current trail going up Glassford Hill was constructed by heavy equipment, including a road grader and bulldozer, and was designed for fire vehicles to be able to reach the top for hikers in distress. That is not our vision for other trails that would be developed, which would be small in width and blend into the hillside. There is enough property that we could include dedicated “downhill” mountain biking trails and separate trails for hikers and even possibly horseback trails.

IT - Accessing Your PC and Other Systems

1. Logging in to Windows

Your username will be your first initial followed by your last name. For example, John Smith’s username would be jsmith. A temporary password will be associated with your account for initial authentication, which your supervisor can provide for you.

Once you have successfully logged in to Windows, each employee is required to set a password of their own. To do this, please press the following key combination:

‘Ctrl + Alt + Delete’

A list of options should populate your screen upon entering the key combination. Please choose ‘Change a password’ from this list. You will be prompted to enter your old / current password, which was used to log in previously, and a new password. The new password must be entered twice, and it must meet the requirements of the policy set forth by the IT Department. These requirements are as follows:

1. Minimum Length: Passwords must include at least 8 characters.

2. Complexity: Passwords must include upper- and lower-case letters and at least one or more number(s) and special character(s). Note: Password must not contain the user’s account name or the user’s full name.

3. Maximum Age: Passwords must be changed every 90 days.

4. Password History: Up to 5 passwords are remembered for each user. You must cycle through 5 new passwords before an old password can be reused.

It is recommended that users utilize a phrase that is easy to remember when creating a password. More complicated passwords that include different kinds of characters and combinations of words can prevent unauthorized access to your device and other systems. Tools currently available to hackers can crack simple passwords within seconds, but a complex password can take up to years.

Please be aware that your credentials (username and password) are the digital equivalent of your written signature. The user should be the only person to know their password. Any activities performed under a user’s profile are recorded as an action taken by the user, as the password is intended to provide authentication. To avoid any conflict with this, please do not give out your password unless circumstances warrant such action, and please lock your PC when you walk away from your desk, even for just a moment. This can easily be done by entering the following key combination:

2. Connecting to the Wireless Network

The wireless network connection is labeled as “PV Public”. This network has been configured with security in mind, but it is available to the public, so it does not require authentication. Please exercise caution while traversing this network.

For some mobile devices, such as laptops and tablets that were purchased for business purposes, we have another wireless network labeled “PV Staff”. These machines must be added manually from the administrative console before they can be connected to this network. Access requests for such devices can be submitted via Track-It.

1. Phishing Emails

• Never respond to requests for personal information via email. Businesses will never ask for personal information in an email.
• Do not enter personal information in a pop-up screen.
• Do not click on any links listed in an e-mail message. Copy and paste the URL into your browser.
• Use anti-virus and anti-spyware software and update them regularly.

2. Dispose of Information Properly

• Destroy/shred hard copy confidential documents that contain personal information such as social security numbers, credit card numbers, bank account numbers, and health records.
• Ensure you are using the right tools when destroying and disposing of personal information or media storage from your computer and mobile devices.

3. Ethics - Be a Good Cyber Citizen

• Do not engage in inappropriate conduct, such as cyberbullying, cyberstalking, or rude and offensive behavior.
• Do not do something in cyberspace that you would consider wrong or illegal in everyday life.
• Do not impersonate someone else. It is wrong to create sites, pages, or posts that seem to come from someone else.
• Adhere to copyright restrictions when downloading material from the Internet.
• Do not use someone else's password or other identifying information.

4. Lock It When You Leave

• It takes only a few seconds to secure your computer and help protect it from unauthorized access. Lock down your computer every time you leave your desk.
• Set up a screensaver that will lock your computer after a pre-set amount of time and require a password to log back in.
• Choose a strong password. A good password should always include upper and lowercase letters, numbers, and at least one special character. Do not set the option that allows a computer to remember any password.

5. Protect Data on Mobile Devices

• Ask yourself "Is it really necessary that I transport this sensitive information?" If the answer is no, then do not copy the information.
• Choose a strong password. A good password should always include upper and lowercase letters, numbers, and at least one special character. Never use the same password for multiple devices or accounts.
• Store your portable devices securely. When not in use, store devices out of sight and when possible, in a locked drawer or cabinet.

6. Protect Mobile Devices

• Password-protect your portable device.
• Be sure all critical information is backed up.
• Disable Bluetooth when not required.
• Store your portable devices securely.
• Record identifying information such as serial number and label your equipment if possible.
• Report the loss or theft to the appropriate authorities as soon as possible.

7. Types of Cyber Threats

The threats countered by cyber-security are three-fold:

1. Cybercrime includes single actors or groups targeting systems for financial gain or to cause disruption.

2. Cyber-attack often involves politically motivated information gathering.

3. Cyberterrorism is intended to undermine electronic systems to cause panic or fear.

So, how do malicious actors gain control of computer systems? Here are some common methods used to threaten cyber-security:

Malware

Malware means malicious software. One of the most common cyber threats, malware, is software that a cybercriminal or hacker has created to disrupt or damage a legitimate user’s computer. Often spread via an unsolicited email attachment or legitimate-looking download, malware may be used by cybercriminals to make money or in politically motivated cyber-attacks. 

There are several different types of malwares, including:

1. Viruses: These are programs that can replicate themselves and infect other files or systems by attaching them. Viruses often cause damage to files, data, or system functionality.
2. Worms: Worms are self-replicating programs that spread across networks and systems, often exploiting security vulnerabilities. They can consume network bandwidth and cause performance issues.
3. Trojans: Trojans disguise themselves as legitimate software or files to trick users into executing them. Once activated, they can perform a variety of malicious actions, such as stealing data, granting unauthorized access, or enabling remote control of the infected system.
4. Ransomware: Ransomware encrypts files or locks down a user's system, demanding a ransom payment in exchange for restoring access. It can be highly destructive, impacting individuals, organizations, and even critical infrastructure.
5. Spyware: Spyware is designed to gather information about a user or organization without their knowledge or consent. It can track online activities, capture keystrokes, record passwords, and transmit sensitive data to third parties.
6. Adware: Adware displays unwanted advertisements, often in the form of pop-ups or banners, within software or websites. While not inherently malicious, it can be intrusive and negatively impact user experience.
7. Botnets: Botnets are networks of infected computers or devices, controlled remotely by cybercriminals. They can be used for various malicious activities, such as launching distributed denial-of-service (DDoS) attacks or sending spam emails.

Malware can be distributed through various means, including infected email attachments, malicious websites, software downloads from untrustworthy sources, or exploiting security vulnerabilities. It's crucial to maintain up-to-date security software, regularly patch software and operating systems, exercise caution when clicking on links or downloading files, and practice safe browsing habits to reduce the risk of malware infections.

 

Phishing

Phishing is when cybercriminals target victims with emails that appear to be from a legitimate company asking for sensitive information. Phishing attacks are often used to dupe people into handing over credit card data and other personal information.

While some phishing emails can be quite convincing, there are several signs you can look for to determine if an email is a phishing attempt. Here are some indicators to consider:

1. Check the email address: Examine the sender's email address carefully. Phishers often use email addresses that mimic legitimate ones but may contain small variations or misspellings. For example, an email from "yourbank.com" could be altered as "yourbank-info.com."
2. Inspect the salutation: Phishing emails frequently use generic greetings like "Dear Customer" instead of addressing you by name. Legitimate emails from reputable organizations are more likely to use your name or a personalized greeting.
3. Look for urgent or threatening language: Phishing emails often create a sense of urgency or fear to prompt quick action. They may claim that your account will be closed or that there is an immediate problem requiring your attention. Be cautious if the email tries to pressure you into providing sensitive information.
4. Analyze the email content: Poor grammar, spelling mistakes, and awkward sentence structures can be signs of a phishing attempt. Legitimate organizations typically have proofreaders and professional communication standards in place.
5. Hover over links: Phishing emails often contain links that lead to fake websites or malicious downloads. To check the link's legitimacy, hover your mouse over it without clicking. A small pop-up should display the actual URL. Verify that it matches the expected destination and be cautious of shortened URLs.
6. Be cautious of attachments: If an email includes unexpected attachments or files, exercise caution. Phishing emails may contain malware or viruses within these attachments. Only open attachments from trusted sources.
7. Check for official branding: While it's relatively easy to copy logos and email templates, phishing emails might have subtle differences in colors, fonts, or overall design. Compare the email to previous communications from the same organization to identify any inconsistencies.
8. Verify requests for personal information: Legitimate organizations typically do not ask for sensitive information, such as passwords, credit card numbers, or Social Security numbers, via email. If an email request such data, be skeptical.
9. Trust your instincts: If something feels off or suspicious about the email, trust your intuition. If it seems too good to be true or raises red flags, it's better to err on the side of caution.

Remember that phishing techniques are constantly evolving, and attackers can become quite sophisticated. If you have any doubts about an email's authenticity, it's advisable to contact the organization directly through their official website or customer support channels to verify its legitimacy.

IT - Internet Browsers

1. To save your Google Chrome bookmarks, you can follow these steps:

1. Open Google Chrome on your computer.
2. Click on the three-dot menu icon located in the top-right corner of the browser window.
3. From the dropdown menu, hover over "Bookmarks" and then click on "Bookmark manager." Alternatively, you can press "Ctrl+Shift+O" (Windows/Linux) or "Command+Shift+O" (Mac) as a shortcut to open the Bookmark manager directly.
4. The Bookmark manager will open in a new tab. At the top-right corner of the Bookmark manager, you will see a menu icon (three vertical dots). Click on it.
5. From the menu, click on "Export bookmarks."
6. A dialog box will appear asking you to choose the location to save the exported bookmarks file. Choose a suitable location on your computer, and select "Save."

Your bookmarks will be saved as an HTML file, which can be imported into other web browsers or restored in Chrome later if needed.

2. To restore Google Chrome bookmarks, you can follow these steps:

1. Launch Google Chrome on your computer.
2. Click on the three-dot menu icon located at the top-right corner of the browser window.
3. From the menu, hover your mouse over "Bookmarks" and then click on "Bookmark Manager." You can also directly access the bookmark manager by pressing Ctrl+Shift+O (or Command+Shift+O on a Mac).
4. In the bookmark manager, click on the three-dot menu icon located at the top-right corner.
5. From the menu, select "Import bookmarks."
6. A file selection dialog box will appear. Browse to the location where you have previously backed up your bookmarks file.
   • If you have exported your bookmarks from Chrome before, you can choose the backup file you created.
   • If you have signed in to Chrome and enabled syncing, your bookmarks should be stored in your Google Account. In that case, you can sign into Chrome on your current device, and the bookmarks will sync automatically.
7. Select the backup file and click "Open" to import it.
8. Google Chrome will then restore your bookmarks from the selected file.

Note that these steps may vary slightly depending on the version of Google Chrome you are using.

3. To delete cookies in Google Chrome, you can follow these steps:

1. Open Google Chrome on your computer.
2. Click on the three-dot menu icon located in the top-right corner of the browser window.
3. From the drop-down menu, select "Settings." Alternatively, you can type chrome://settings/ in the address bar and press Enter.
4. Scroll down and click on the "Advanced" option to expand additional settings.
5. In the "Privacy and security" section, click on the "Clear browsing data" button.

Alternatively, you can use the shortcut "Ctrl+Shift+Delete" (or "Command+Shift+Delete" on a Mac) to directly open the Clear browsing data window.

6. A pop-up window titled "Clear browsing data" will appear. You can choose the time range for which you want to delete cookies. To remove all cookies, select "All time."
7. By default, the checkboxes for "Browsing history," "Cookies and other site data," and "Cached images and files" will be selected. Ensure that these checkboxes are selected, and if you want to clear any other data, you can select those options as well.
8. Once you have made your selections, click on the "Clear data" button. Chrome will then delete the selected data, including cookies.

After following these steps, your cookies will be deleted, and websites may require you to log in again and reconfigure any settings that rely on cookies.

4. To save your Firefox bookmarks, you can follow these steps:

1. Open the Firefox browser on your computer.
2. Click on the "Bookmarks" menu located at the top of the browser window.
3. In the drop-down menu, select "Show All Bookmarks" or press "Ctrl+Shift+B" (Windows/Linux) or "Command+Shift+B" (Mac) as a shortcut.
4. The library window will open, displaying your bookmarks and folders.
5. In the Library window, click on the "Import and Backup" menu at the top.
6. From the options that appear, select "Backup..."
7. A "Save As" dialog box will appear. Choose a location on your computer where you want to save the bookmarks backup file.
8. Enter a name for the backup file, such as "Firefox_Bookmarks_backup" and choose the file type as "JSON" (recommended) or "HTML."
9. Click "Save" to save the bookmarks backup file to your selected location.

Your Firefox bookmarks are now saved as a backup file on your computer.

5. To restore Firefox bookmarks, you can follow these steps:

1. Open Firefox: Launch the Firefox web browser on your computer.
2. Access the Library: Click on the menu icon (three horizontal lines) located in the upper-right corner of the browser window. From the drop-down menu, select "Library" and then click on "Bookmarks." You can also use the keyboard shortcut Ctrl+Shift+B (Command+Shift+B on a Mac) to open the library directly.
3. Open the Bookmarks Backup: In the Library window, click on "Import and Backup" located at the top of the window. From the options that appear, select "Restore" and then choose "Choose File."
4. Locate the Backup File: Navigate to the location where you have saved the backup file of your bookmarks. The backup file has the extension “. json" or ".html." Select the file and click on the "Open" button.
5. Restore Bookmarks: Firefox will import the selected backup file and restore your bookmarks. Once the process is complete, you should see your bookmarks reappear in the library window.

6. To delete cookies in Mozilla Firefox, you can follow these steps:

7. To save your favorites in Microsoft Edge, you can follow these steps:

1. Launch Microsoft Edge on your device.
2. Click on the three-dot menu icon located in the top-right corner of the browser window.
3. From the dropdown menu, select "Favorites" and then click on "Manage favorites" or "Favorites settings." This will open the Favorites management page.
4. On the Favorites management page, you can organize and view your saved favorites.
5. To save a new favorite, click on the "+ Add new favorite" button or use the keyboard shortcut "Ctrl+D" (or "Cmd+D" on Mac).
6. A dialog box will appear where you can enter the name and URL of the website you want to save as a favorite. You can also choose the folder in which you want to save the favorite by selecting it from the "Create in" dropdown menu.
7. Click on the "Add" button to save the favorite.
8. Your new favorite will now appear in the appropriate folder on the Favorites management page.
9. To access your favorites later, simply click on the three-dot menu icon, select "Favorites," and choose the desired favorite from the list.

8. To restore Microsoft Edge Favorites, you can follow these steps:

1. Open Microsoft Edge and click on the three-dot menu icon in the top-right corner.
2. From the dropdown menu, select "Favorites," and then click on "Manage favorites" or "Favorites settings" to open the Favorites management page.
3. On the Favorites management page, click on the "..." (More actions) button located at the top.
4. From the dropdown menu, select "Export favorites."
5. A dialog box will appear where you can choose the location to save the exported favorites file and provide a name for the file.
6. Select the desired location and enter a file name, then click on the "Save" button.
7. Your Edge favorites will be saved as an HTML file that contains all your bookmarked websites.
8. You can transfer this file to another device or import it into a different browser to restore your favorites.

9. To delete cookies in Microsoft Edge, you can follow these steps:

Launch the Microsoft Edge browser on your computer.

Click on the "Settings and more" (three horizontal dots) button located in the top-right corner of the browser window.

From the drop-down menu that appears, select "Settings."

Option 1: Clearing Cookies via Browsing Data:

In the Settings menu, scroll down and click on the "Privacy, search, and services" tab in the left sidebar.

Under the "Clear browsing data" section, click on the "Choose what to clear" button.

Ensure that the "Cookies and other site data" option is selected.

You can also select other browsing data you want to delete (e.g., browsing history, cached images, and files).

Click on the "Clear" button.

Option 2: Clearing Cookies via Site Permissions:

In the Settings menu, scroll down and click on the "Cookies and site permissions" tab in the left sidebar.

Click on the "See all cookies and site data" option.

This will open the Cookies and site data page. You can use the search box at the top-right corner to find specific cookies or browse through the list.

To delete cookies from a specific website, click on the trash bin icon next to the website's name.

To delete all cookies, click on the "Remove all" button located at the top-right corner of the page.

Confirm your action when prompted.

2. Password Expiration

All passwords are set to expire after 90 days. These unpopular but necessary restrictions partially addresses two issues. Because their owners are unlikely to notice unusual activities, infrequently used computer accounts are particularly susceptible to attack. Expiring passwords forces the account owner to periodically perform some amount of activity. Password expirations also help to limit the length of time an active computer account can be subjected to unauthorized use. If an active computer account is compromised, it won't remain compromised forever because its owner will have to change the password.

3. Suggestions for Passwords

A good password is easy for its owner to remember and difficult for anyone else to guess.

1. Good passwords are combinations of letters, numbers, and special characters. However, please keep in mind that the special characters - like 'space', %, *, ", ', \, (, ), { and } are known to be problematic for some systems.
2. Passwords are case-sensitive: the passwords WHATEVERHAPPENS, whateverhappens, and WhatEverHappens are different. Mixed-case passwords are more difficult to guess than passwords that are entirely uppercase or entirely lowercase.
3. One strategy for creating acceptable passwords is to join two words together, or, better, to join two separate words with a special character. For example, Denver!Broncos would be an easy password for a Broncos fan to remember.
4. You can increase the security of passwords by replacing letters with numbers or special characters. For example, Denver!Br0nc0s, D3nv3r!8roncos or Den^er!Broncos would be almost as easy to remember as Denver!Broncos, but considerably more difficult to guess.
5. Another strategy is to join the first letters of a phrase or sentence. For example, the obscure-looking password 4sa7yaof was created by from "Four score and seven years ago, our fathers".
6. Avoid passwords like names, telephone numbers, birth dates and Social Security Numbers.

Password requirements are meant to help us provide a computing environment that is both available and secure. For our increasingly vital computer operations, these are key features.

4. To change your Network password, you'll need to follow these steps:

1. Press Ctrl+Alt+Delete on your keyboard simultaneously. This will open the security options menu.
2. From the menu, select "Change a password." You'll be directed to the "Change Password" screen.
3. On the "Change Password" screen, you'll need to provide your old/current password in the "Current password" field.
4. Enter your new password in the "New password" field. Make sure your new password meets the domain's password complexity requirements. It's generally recommended to use a strong password that includes a combination of uppercase and lowercase letters, numbers, and special characters.
5. Re-enter your new password in the "Confirm new password" field to ensure you've entered it correctly.

5. Type the message you want to use as your out-of-office response in the text box. You can customize the message to include information like the duration of your absence, alternative contacts, or any other details you want to share.
6. If you want to send different messages to people inside and outside your organization, click on the "Inside My Organization" and "Outside My Organization" tabs to switch between them and enter separate messages for each.
7. You can also choose to include a message for anyone trying to reach you by phone by selecting the "My contacts only" or "Anyone outside my organization" options under the "Outside My Organization" tab.
8. If you want to include a rule to forward or redirect messages to another recipient while you're away, click on the "Rules" button and set up the desired forwarding or redirection options.
9. Once you have finished composing your out-of-office message and configuring any additional settings, click "OK" to save the changes.

Outlook will now automatically send the configured out-of-office response to incoming messages while you are away. Remember to disable the out-of-office message when you return by following the same steps and selecting the "Don't send automatic replies" option.

3. To create a signature in Outlook, follow these steps:

1. Open Microsoft Outlook on your computer.
2. Click on the "File" tab in the top-left corner of the Outlook window.
3. In the File menu, click on "Options."
4. In the Outlook Options window, select the "Mail" tab from the left-hand sidebar.
5. Scroll down until you find the "Create or modify signatures for messages" section and click on the "Signatures..." button.
6. In the Signatures and Stationery window, click on the "New" button to create a new signature.
7. Enter a name for your signature in the "New Signature" dialog box and click "OK."

1. Basic Information on Code Violations

What is a Code violation?
Nuisances and eyesores can devalue, detract and degrade the quality of any neighborhood. Some examples of a code violation are:

• weeds which are more than 12 inches in height, including the easement areas of the lot
• the storage of any building material, equipment, tires, auto parts, and personal items which are not behind a 100% solid wall and are in public view
• non-running, unregistered or unlicensed vehicles
• erecting, replacing, or installing a new fence without first obtaining a zoning permit
• more than four (4) adult dogs on a lot
• horses, cows, goats, sheep, roosters, swine and rodents are prohibited in residential areas
• RV, boat, or trailer parked in front yard
• installing a shed that is 144 sq. ft. or less without a zoning permit 
• no address on building
• parking, storing, or staging of vehicles or items on vacant lot
• commercial dumpster in a residential area without a building permit
• peddling or soliciting without a business license

What is NOT a Code Violation?
It is important to distinguish the difference between a real code violation and non-violation. Some examples of what is not a violation are:

• ugly or unattractive automobiles, trucks, recreational vehicles, or boats are not a code violation unless they are inoperable (i.e. missing major components, tires, wheels, engines, etc) and/or are parked in the front yard
• natural grasses on vacant lots which have never been disturbed or do not exceed 12 inches in height
• social nuisances such as large, noisy gatherings and noisy activities unless they occur before 7AM or after 10PM. Noise complaints should be reported to the Prescott Valley Police Department at 928-772-9267
• pools which are enclosed with a 5 foot high fence with a self-closing gate and fenced separately from the yard
• households are limited to 3 garage sales in a 12 month period
• tree branches encroaching property lines

2. Swimming Pool Safety

• Never allow young children to be left alone in and around the pool for a moment. Make sure an adult is always present.
• Never prop open the gate to a pool barrier.
• Don't allow children to play in the pool/spa area unsupervised/unattended.
• Don't rely on swimming lessons, life preservers, or any other equipment to make a child "water safe."
• The area adjacent to the outside of the fence must be free of objects which may aid children in climbing over the fence. These include items such as chairs, tables, tree branches, etc.

The Town of Prescott Valley wishes to remind citizens that all swimming pools must meet the minimum Town Code requirements regarding swimming pool safety. Below are some facts and guidelines:

• The Town of Prescott Valley Zoning Ordinance defines a swimming pool as a body of water that contains water eighteen (18) inches or more in depth at any point and that is wider than eight (8) feet at any point and is intended for swimming.
• A permit is required for construction of a swimming pool. Swimming pools must be located in the side or rear yard of a property. There shall be a minimum distance of at least 10 feet between any property line and the water's edge. The wall, fence, or barrier around the pool shall be at least 20 inches from the water's edge.
• Town Code, Section 13-21-100 requires that all swimming pools be enclosed by a solid wall or fence not less than five (5) feet in height and shall be constructed to make the swimming pool inaccessible to small children; said fence shall have a self closing and latching gate with a latch that is at least fifty four (54) inches above the ground, and all gates shall open outward from the pool. Additionally, there must be a fence between the home and the pool, or you must install self-closing doors and windows along the pool side of your home.
• The wall, fence, or barrier around the pool shall not contain openings, handholds, or footholds accessible from the exterior side of the enclosure that can be used to climb the wall, fence, or barrier.
• The wall, fence, or barrier must be constructed of materials that prevent easy access to the pool area such as: wire-woven mesh or chain link with a maximum opening size of 1 3/4 inches; masonry, woof, wrought iron with intermediate rails spaced to prevent a 4 inch sphere from passing through.
• Barriers such as self closing doors and windows may be used for separation from the house to the pool area if the yard area is fenced to prevent outside entry per Town Code.
• Other barriers such as motorized safety pool covers or above ground pools with locking or removable ladders are not an acceptable form of barrier.

Other bodies of water such as jacuzzis or spas (that are less than eight (8) feet in width), fish ponds, fountains, or ditches do not have to be fenced if they are not used for swimming, are not wider than eight (8) feet at any point, and are less than 18 inches deep.

3. Weeds & Yard Waste Quick Reference

On occasion, a property owner may not realize they are responsible for mitigation of the rear easement of the property. In certain areas of Town there are easements at the rear of the property that are typically 12’ - which means the property owner would be responsible for 6’ and the rear neighbors for the other 6’.

Town code specific to weed mitigation: 

9-04-020     Owner, Lessee or Occupant to Maintain Property. A. The owner, lessee or occupant of any property shall at all times remove rubbish (including other accumulations of filth, related debris, and dilapidated buildings) that constitute a hazard to public health and safety from said property, maintain said property in a clean and safe condition, and otherwise avoid keeping or maintaining any nuisance thereon. These requirements also apply to appurtenant, adjacent or contiguous sidewalks, alleys and portions of streets that are not hard-surfaced for PRESCOTT VALLEY 9 - 9 vehicular traffic. B. Without limiting the generality of the foregoing, the owner, lessee or occupant of any property shall have the following specific obligations and responsibilities on the property and appurtenant, adjacent or contiguous sidewalks, alleys and portions of streets that are not hard-surfaced for vehicular traffic: 

1. To control weeds and yard waste thereon and otherwise maintain said areas free of dry bushes, trees, tumbleweeds, weeds or other dry vegetation that create a visual blight upon the neighborhood, harbor insect or rodent infestations, become a fire hazard, or otherwise threaten the health, safety or economic welfare of adjacent property owners or occupants. In so doing, the owner, lessee or occupant shall not allow grass or weeds to exceed twelve (12) inches in height and shall otherwise maintain the property in a manner that prevents weeds or yard waste from being carried or deposited by the elements upon any public place.

2. To keep ditches or similar watercourses that are part of the storm drainage system clean and free of rubbish (expressly including vegetation, yard waste, and debris) that would obstruct the easy and natural flow of water therein. (This is typically in reference to the right of way in front of the property). 

These are definitions to “Public Place” and “Property” which explain the areas of responsibility:

F. "Public place" means any and all streets, sidewalks, boulevards, alleys or other public ways, and any and all public parks, squares, spaces, grounds and buildings. 

G. "Property" includes grounds, lots and tracts of land on which premises are located.

 

4. Yard Sale Guidelines

A permit is not required to conduct a yard sale. 

Town Code allows three (3) Yard Sales in a calendar year as defined in Section 9-04-010.C.2:

• One (1) yard sale during the period between January 1st - April 30th
• One (1) yard sale during the period from May 1st - August 31st 
• One (1) yard sale during the period from September 1st - December 31st

Personal property may be offered for sale over a period no longer than three (3) consecutive calendar days. 

Town Code provides for a maximum of four (4) signs off-site per yard sale (maximum three {3} days during daylight hours). Signs shall be no greater than six (6) square feet and shall be placed no higher than six (6) feet in height above grade.  Town Code specifically prohibits illuminated signs; no signs within public right-of-ways or attached to trees, fences, utility poles, light posts, street signs or other public facilities. 

No person shall maintain or permit to be maintained on any premises any sign which is in a dangerous or defective condition. Any such sign shall be promptly removed or repaired by the owner of the sign or the owner of the premises. For the signs described whose ownership cannot be identified, the Zoning Inspector shall immediately, without notice, remove any such sign except as otherwise provided herein.

If residents are found to be in violation of provisions regarding yard sales, the following may occur:

2. Where is the pool located?

The physical address is 8600 E Nace Lane and it is inside the southern half of Mountain Valley Park. If you are headed northbound on Robert Rd, take a right on Nace Ln and then enter the park via the second entrance to Mountain Valley Park. You will see the pool directly ahead of you.

3. Can I bring a flotation device/life Jacket for my kids?

Yes. You are permitted to bring a life jacket as long as it is U.S. Coast Guard approved. We do offer free rentals of life jackets at the facility on a first come first served basis. Any life jackets that are not U.S. Coast Guard approved will not be permitted. We do not allow any other type of flotation devices such as inflatable rafts, rings, loungers, water wings or other flotation devices and they will not be allowed in to the facility.

4. What is proper swim attire?

Proper swim attire must be worn while in the pool at all times. You must be wearing an actual swim suit to enter the pool. For males, board shorts and swim trunks must be worn and for females a one piece or two piece suit must be worn. Women may wear a pair of swim shorts over their suit and men and women are permitted to wear a t-shirt but it must be light colored. Dark colors and heavy fabrics extract chemicals from the pool and will not be permitted. No cut of jeans, jean shorts, basketball shorts, sports bras, or other unapproved swim attire will be permitted.

5. If I will not be swimming will I still be charged to enter the facility?

Yes, each person who enters the facility, regardless if you will be swimming or not will be charged the entrance fee. We have a facility usage fee that is charged depending on your age and there is a capacity on the number of patrons that we allow in the facility at any time.

6. When is the concession stand open and what do you sell?

The concession stand is open Monday through Sunday during our Open Swim time (1pm to 4:30pm) only. We vend: hot dogs, nachos, pretzels, chips, pickles, ice cream, assorted candy, and soft drinks. All food must be consumed in our concession area and it will not be permitted on the deck.

7. When is the splash pad turned on?

The splash pad is on during Open Swim sessions (1pm – 4:30pm) Monday through Sunday and also during Family Night sessions (6:30pm to 8:00pm) on Tuesdays and Thursdays. The Splash pad will not be turned on during any other programs and it is not available for rental.

8. If the pool closes due to weather will I get a rain check to come back another day?

No. Pool passes or refunds will not be issued due to weather related occurrences no matter what length of time you have been at the pool because the weather is out of our control. We will close the facility for the required amount of time and do our very best to get you back into the pool; however, we will not allow anyone back into the facility until it is safe to do so.

9. Is the Mountain Valley Splash Pool chlorinated?

Yes. The pool is chlorinated using a salt generating chlorinating system along with Calcium Hypochlorite to keep our water softer.

10. Why isn’t the swimming season longer?

Our season ends in the beginning of August to adjust for the beginning of the school year. With students returning to their classes our staffing levels diminish. We also host the Bradshaw Mountain High School swim team for practice and swim meets.  We offer Aqua Aerobics and Lap swim through the end of August to the general public. Please review our Post season schedule and consider the opportunity to rent out the facility.

11. Why do I have to occasionally wait to enter the pool?

Our facility has a limited capacity and once that limit is reached we restrict admission to the facility. If you decide to wait in line you will be admitted as others decide to leave the pool.

4. If we reserve the greenspace or the Theater on the Green for an event on a weekend, are we going to be allowed access to the Civic Center restrooms?

No, as the event organizer you will have to provide port-a-lets.

5. Is electricity available?

Yes, subject to approval of a Special Event Application.

6. Are the facilities available for rent on holidays?

Civic Center and Library rooms, no. Civic Center Amphitheater and grounds, yes on a limited basis and with the approval of a Special Event Application.

These types of sales are not allowed on town property. You can give out business cards, flyers, brochures, door prize giveaways and free samples; however no means of purchase is allowed.

9. I have a new business – can I invite the public to a demonstration in the Crystal Room?

3. Do I need a fishing license? Where do I get one?

A valid Arizona fishing license is required for Arizona resident and non-resident anglers 10 years of age or older, fishing in any public accessible water in Arizona. Youth under the age of 10 and blind residents do not need to purchase a state fishing license to fish in Arizona. Check the Arizona Fishing Regulations at the site linked below for additional information. You may purchase a license either at the Arizona Game and Fish Department or a local sporting goods store. 4. What are the allowed methods for gold panning?

Only panning is allowed. If there is no water flow you can dry pan. If you prefer to pan with water you will have to haul in your own water by hand. You are allowed to dig in the creek bed and the shore line provided you replace the soil. Do not damage any plant roots or remove large rocks. Sluice boxes and Dredgers of any kind are strictly prohibited. 10-02-010 Trespass on Town Property. A. It is unlawful for any person to willfully commit any trespass upon Town-owned or leased lands by either cutting down, destroying or injuring any kind of wood or timber growing upon the lands, or digging, taking or carrying away any earth or soil lying or being upon the lands, or under the surface thereof, or to remove any other materials or objects from the Town-owned or leased land or property, except as follows: 1. Gold panning and metal detecting may continue within the boundaries of Fain Park, so long as such activity is limited to - a. use of gold pans, metal detectors, and hand tools such as picks and shovels [use of motorized or mechanical equipment or mining aids (e.g. sluice boxes, dry washers, gold screws, gold bugs, rocker boxes, wheel barrows or other devices designed to increase production above that level obtained with gold pans and hand tools) is prohibited]; b. excavations made below the high water mark of the stream channel that do not damage or disturb root systems of live vegetation and are filled in before the area is left; c. day use [no fires, washing of utensils, or camping is permitted as part of the activity, all trash is to be disposed of in marked receptacles, and Park restrooms are to be used instead of depositing or burying human waste in the Park]; and d. use of metal detectors to locate mineral deposits such as gold and silver [it is not permitted to use metal detectors in Fain Park to search for treasure trove, to locate historical and prehistorical artifacts and features, or to search for recent coins and lost metal objects]. 2. Historical presentations related to mining activity in the area may continue within the boundaries of Fain Park, so long as such presentations are limited to: a. those made by bona fide historical organizations during Town-sponsored or approved activities in the Park.

4. How do I report a stray animal?

5. Who do I notify when an animal in the park is injured? (e.g. duck with injured wings at Urban Forest)

6. Are pets allowed on the trails?

4. Do the ramadas have electricity?

5. Can I put up a volleyball net or croquet hoops?

It is not permitted to drive stakes or poles of any kind into the turf or grounds at town parks.

6. Do the parks have BBQ grills?

No, the parks do not have BBQ grills as there is no method for safe disposal of charcoal or wood debris at the parks. This is especially important during the fire restriction periods. Please see the Central Yavapai Fire District's website for more information and dates for fire restrictions.

7. Can I bring a grill to the park for our picnic?

Yes, you can bring your own gas or propane grill provided it has a lid and a grease catch pan.

8. Can I reserve a park exclusively for an event?

Town parks are open to the public during regular operating hours. However, you can make arrangements to hold a special event at a park. Contact the Parks & Recreation department at 928-759-3090 for availability. Click below to download and review the towns Special Event Application form.

9. What is your refund policy for cancellations?

All cancellations must be made to the Department of Parks and Recreation. A full refund of all fees and charges paid shall be initiated by the Town of Prescott Valley, provided that the event is cancelled no later than five (5) business days prior to the reserved date (unless otherwise expressly authorized therein). All refunds will be paid out by check and mailed. If the event is cancelled less than 5 business days prior to the reserved date, all fees and charges will be forfeited.

10. I have a reservation for a Ramada but someone is using it and won’t leave. What do I do?

Permit holders are encouraged to show their permit and ask others to leave. If they refuse to leave the permit holder is encourage to utilize the phone number on the back of their receipt that will send an officer to resolve the issue. If you are not in possession of the receipt the office will not be of assistance.

1. What is considered a Special Event?

Any event on park property is subject to the approval of the Town of Prescott Valley. Certain activities that require a Town of Prescott Valley Special Event Permit include the following:
o Events with 50 or more participants
o Use of amplified sound
o Any advertising or sponsorship activities
o Selling/distributing any food, goods, or merchandise
Please keep in mind that there are other activities or proposed event features that may require you to secure a Town of Prescott Valley Special Event Permit. If you are planning any event in the parks, you are encouraged to consult the Department of Parks and Recreation: (928) 759-3090.

2. Is there a fee for a Special Event Application Permit? If yes, how much?

There is no fee to process a Special Event Application for a permit. Take note of the deadline for submittal based on the type of event. Click below to download and review the towns Special Event Application form. Fees will be applicable to facility rentals for the special event.

3. Is there a fee for a Special Event Vendor License? If yes, how much?

A Special Event Vendor License is required if your business has been invited to vend at one of the Parks & Recreation department special events. If you have a valid Town of Prescott Valley business license the special event vendor license is free. If not, the fee is $15. Contact the Town Clerk’s office for more information at 928-759-3135.

4. Is professional filming and photography allowed in the parks?

Professional filming and photography for weddings and parties is allowed and should be included in the details of the Special Event Application. Any other professional filming and photography projects are subject to approval from Parks & Recreation Director.

5. Can I have a Bounce House in the park for my child’s birthday party tomorrow?

No. We require a minimum 30 day notice and a Special Event Application is required for anything other than a simple picnic and must be submitted it to the Parks & Recreation department. You will also need to provide a copy of a Certificate of Insurance with a $1,000,000 minimum comprehensive general liability, with the Town of Prescott Valley named as co-insured be on file with the Parks & Recreation department.

6. I want to have my wedding reception at a town park. Can we serve alcohol?

Yes, but only with an alcohol permit which is issued through the Town Clerk’s office. You will also need to reserve the park and complete a special event application.

1. What can I do about my neighbor's barking dog?

We recommend determining where the barking dog location is and attempting to make contact with its owner first. Often, a neighbor-to-neighbor approach is most appropriate and the 1st level towards gaining change. Next, is a phone call to Animal Control at 928-772-5154.  Leave the information requested and an ACO will return your call.

2. If my dog has been lost, where should I call?

You may contact the Police Department and ask for Animal Control. All impounded dogs are transported to the Prescott Animal Control Center, located at 1605 Sundog Ranch in Prescott (928-778-7701). The center is open weekdays from 10 a.m. to 4 p.m., and Saturdays from 10 a.m. until Noon. For service after normal business hours or on weekends and holidays, please call 928-445-3131.

3. Where can I have my dog licensed?

PetData click here administers Prescott Valley dog licensing.  Visit their website to license your dog.

4. I suspect my neighbors are doing drugs. Who should I contact?

There are 3 answers. The 1st you may always call the Prescott Valley Police Department. We do not necessarily need your name, but we will need to have as much information as possible regarding the location, possible suspect names and type of activity. License plates are very helpful. You also contact Yavapai Silent Witness program 1-800-932-3232. Finally, the Partners Against Narcotics Trafficking (PANT) collects information about drug trafficking or manufacturing. The Prescott Valley Police Department participates in this task force by assigning a detective to this agency. PANT's phone number is 928-778-0558.

5. What is the deal about noise complaints? What are the hours?

The Town Code concerning construction is from 7 a.m. to 7 p.m. Generally other noises such as yard work, band music, car repairs, power tools, etc., unless unreasonable in volume must terminate by 10 p.m. You are always welcome to call the police department and request an officer to check out the source of the noise.

6. Where do I obtain a copy of a police crime report or accident report?

Copies of these reports can be obtained at the Police Department information counter, Monday through Friday, between the hours of 8 a.m. to 5 p.m.

7. Can I report a crime anonymously and possibly receive a cash reward?

Yes. Call Yavapai Silent Witness at 800-932-3232, 24/7 days a week to report a crime anonymously. All information on crimes that you report is investigated, and based upon the outcome, you may qualify for a cash reward.

8. If I have questions about property I have lost, that has been found or which I need to pick up, who do I contact?

The Property and Evidence Unit is located at the Prescott Valley Police Operations Building, 7601 Skoog Boulevard.  To claim property contact 928-772-9261 to schedule an appointment. Any found property brought into the police station will be held for 90 days. Every attempt will be made to locate and contact the rightful owner of the property. After the 90 day period has elapsed, unclaimed property items are released to the finder, auctioned or destroyed. The following items cannot be claimed: contraband, obscene material, credit cards or personal identification of another person.

9. My car was towed under the 28-3511 statute. When can I have a hearing to try to get my car back?

28-3511 hearings are held at the Police Department on Tuesdays and Thursdays from 7:30 a.m. to 1 p.m. or by appointment for other days and times.

1. Arizona Peace Officer Standards and Training (AZPOST) Peace Officer Course

Before becoming sworn officers with our agency, Prescott Valley Police Officer Trainees undergo the Arizona Peace Officer Standards and Training (AZPOST) Basic Peace Officer Course with a minimum of 585 hours of mandated training. Some officers who come to work for our agency who were sworn police officers from another state may elect to complete the AZPOST waiver examination to obtain their AZPOST certification. AZPOST academies provide police trainees with all of the tools and resources necessary to successfully complete all of the academy requirements and pass a Comprehensive Final Examination to become AZPOST Certified.

2. AZPOST Board

The AZPOST Board was created by an act of the 28th Arizona legislature on July 1, 1968 as the Arizona Law Enforcement Officer Advisory Council. The name was officially changed to its present form on July 17, 1994. The board was originally created to address the need for minimum peace officer selection, recruitment, retention, training standards, and to provide curriculum and standards for all certified law enforcement training facilities. Currently the board provides services to approximately 170 law enforcement agencies encompassing over 15,000 sworn peace officers, 9,000 correctional service officers, and 16 academies.

1. How do I obtain a Transaction Privilege (Sales) Tax license?

The Town of Prescott Valley participates as a “Program City” with the Arizona Department of Revenue. You may apply for a license for the State and Town on www.aztaxes.gov, "License a Business"; or by utilizing the Arizona Joint Tax Application (JT-1) available at www.azdor.gov.

2. What is the current transaction privilege tax (TPT) rate?

The current TPT tax rate for most businesses in Prescott Valley is 2.83%. The rate for the State and Yavapai County is 6.35%. The total figure is 9.18% for most business classes.

3. What are the other tax rates?

There is an additional tax on hotels/motels of 2.83% in Prescott Valley.

4. How do I pay Prescott Valley TPT?

The Arizona Department of Revenue collects Prescott Valley tax along with the State and Yavapai County. Report and pay your Prescott Valley tax online at www.aztaxes.gov.

Taxes are calculated by stating the gross receipts for the reporting period on the tax return, entering the itemized deductions, then multiplying the resulting net taxable amount by the appropriate tax rate (6.35% for the State/Yavapai County and 2.83% for the Town).

7. What if I don’t collect the tax from my customers?

It is the responsibility of the business to remit transaction privilege tax. Whether you collect it from your customers or not, the tax liability for all taxable business conducted in the Town of Prescott Valley must be remitted.

10. Are sales to the Town of Prescott Valley taxable?

Yes. All sales (except sales for resale) that you make to the Town are taxed in the same manner as other taxable sales, which means that the Town will be subject to the regular 2.83% Town tax in addition to the State and Yavapai County tax. This also applies to construction.

11. Does the Town of Prescott Valley tax the rental of real property?

The Town has a 0% tax rate on the rental of residential and commercial real property. However, the rental of personal property (such as restaurant equipment or automobiles) is taxed at 2.83%.

12. Is food taxable in Prescott Valley?

Yes. Food sold in the Town is subject to the Town tax of 2.83%. The State of Arizona and Yavapai County do not tax food unless it is prepared and sold for consumption on or off the premise (i.e. restaurants, bars).

13. Are service, installation labor, and shipping taxable?

For retail transactions, these types of charges are not considered taxable if the charges are separately stated to the customer and the seller separately maintains records summarizing such charges.

14. Are Internet sales taxable?

Items sold by Prescott Valley based businesses via the Internet to Arizona residents are taxable at the State rate and Prescott Valley rate and must be reported as such.

15. What is Use Tax?

Use Tax is levied on retail purchases from out-of-state vendors, and is generally noted as “sales” tax on the vendor’s invoice. It was enacted with the specific intent to prevent unfair competition from out-of-state vendors. If the out-of-state vendor does not specifically charge the use (or “sales”) tax, then the Arizona purchaser is responsible for remitting the tax. The Arizona rate for Use Tax is 6.6% and the Town of Prescott Valley rate is 2.83%. 

Use tax is also levied on businesses that purchase items for resale and subsequently use those items internally instead of selling them, i.e. "Use Tax From Inventory."

1. What should I expect when calling in an emergency?

When you phone in an emergency you will be asked to identify as much as you can about the source of the problem. Your service area maintenance contractor will dispatch a technician immediately depending on the severity. Action taken will also depend on the severity of the emergency. Please note after hours fees may apply.

2. How often do I get a water/sewer bill?

Prescott Valley Water System mails bills monthly.

3. How do I shut off my own water?

Locate your water shut-off valve and turn it counterclockwise until it stops. Shut-off valves may be located by your water heater or close to your meter.  

4. How can I pay my bill?

You can pay your bill at the Civic Center at the cashier window. The address is 7501 East Skoog Boulevard, Prescott Valley. Payments placed in the drop box will be posted the next business day. You can also mail your payment to: Prescott Valley Water System, P.O. Box 5165, Harlan IA  51593-0665.

Paying Your Bill

Your bill is due and payable on or before the due date printed on the bill.   Your payment may be made by these methods:


Mail - Send a check or money order in the enclosed envelope with the bottom portion of your bill.
Do not send cash.

Night Drop Box - For your after-hours convenience, we have a drop box located in the parking lot in front of the Civic Center.  Place your payment stub and check or money order in a clearly marked envelope with your name and address on it.  Payments deposited after 3pm are posted the next business day.

On-line - We accept credit card payments through our Web site at Online Bill Pay. Payments made after 3pm are posted the next business day.

Over The Phone - We accept debit/credit card payments (Visa, MasterCard, Discover, and American Express) over the phone at 928-759-3120. Please have your Town account number and debit/credit card information ready.

In Person - We accept cash, checks, money orders and debit or credit cards at the Civic Center at the 2nd floor Cashier Window.

Bank Draft - You can have your utility bill automatically deducted from your checking or savings account. Please contact the Customer Accounts Division at 928-759-3020 for details. You must complete a form with your account information and furnish us with a voided check. The form is available in our office, on the Web site or we can mail it to you.

5. Do you accept credit card payments?

Yes, we accept Visa, Mastercard, Discover and American Express. There is no extra fee.

6. How much time do I have to pay my bill?

Your water bill is due 20 days after the billing date. Late payments will be assessed a penalty. If you are paying your bill on or near the due date, it is recommended that you pay your bill in person at the Civic Center (7501 East Skoog Boulevard - 2nd floor cashier window) to avoid the late penalty and disconnect.

7. Can I pay my water bill and my sewer bill with 1 check?

Yes. Please make the check payable to Town of Prescott Valley and include account numbers.

8. I'm going on vacation; what can I do about my bill?

You can prepay your account before you leave based on your average monthly bill. However, if this does not cover the actual charges before you return, you could be subject to penalties due to late payments and disconnect. Just send your payment to: Prescott Valley Water System, P.O. Box 5165, Harlan IA  51593-0665.

The account will bill against the credit. You can also sign up for automatic payment deduction of your bill through your bank account.

9. Should I be concerned about freezing pipes?

Freezing pipes are usually only a problem for manufactured homes and trailers. All pipes under the skirt should be insulated to avoid freezing.

10. I have water in one part of my house but not another, who do I call?

Call your plumber. This is not a water emergency but a problem that is occurring within your pipes. If you have no hot water, this is a problem with your water heater and should be checked by a plumber.

1. How do I get more information about what is on the ballot?

Information is available from many sources including the official Sample Ballot/Publicity Pamphlet published by Prescott Valley as well as the news media, campaign committees and various organizations. A Sample Ballot/Publicity Pamphlet is mailed to each household within the Town in which an active registered voter resides. This mailing is about 30 days prior to the election.

2. What measures does the Town take to prevent voter fraud with the vote by mail process?

There are a number of safeguards built into the vote by mail process. The most important are the procedures for comparison of voters' signatures and the limitations on who may handle early ballots and related material which is tracked through a “Chain of Custody” of the ballots. Addresses are verified and updated during the request process before any ballots are mailed. In addition, the voter’s signature from the returned early ballot is verified.

3. Can I get assistance marking my ballot?

Yes, but only if you are unable to mark your ballot yourself. In that case, the law allows you to obtain assistance from a person of your choice. Ask a trusted relative or friend to help if you need assistance reading or marking your ballot.

1. Voter Registration Qualifications

To register to vote, an individual must possess all of the following qualifications:

1. United States citizenship
2. Age of 18 years or more on or before the regular General Election next following his registration
3. State residency for a period of 29 days prior to election
4. Residency in the city or town for 29 days prior to the election
5. Ability to write one’s own name or make his mark unless prevented by physical disability.

Proving Citizenship

To register, an applicant must have proof of citizenship. This requirement applies if it is their first time registering to vote in Arizona or if the applicant has moved to another county in Arizona. If the applicant has an Arizona driver license or non-operating identification issued after October 1, 1996, the number is inserted on the front of the Arizona Voter Registration form. This will serve as proof of citizenship and no additional documents are needed. If not, the applicant must attach proof of citizenship to the form. Only 1 acceptable form of proof is needed to register to vote. The following is a list of acceptable documents to establish citizenship:

• A legible photocopy of a birth certificate that verifies citizenship and supporting legal documentation (i.e. marriage certificate) if the name on the birth certificate is not the same as the applicant’s current legal name
• A legible photocopy of pertinent pages of a United States passport identifying the applicant
• Presentation to the County Recorder of United States naturalization documents or fill in your Alien Registration Number in box 11
• Your Indian Census Number, Bureau of Indian Affairs Card Number, Tribal Treaty Card Number, or Tribal Enrollment Number in box 10
• A legible photocopy of a driver license or non-operating identification from another state within the United States if the license indicates that the applicant has provided satisfactory proof of citizenship
• A legible photocopy of a Tribal Certificate of Indian Blood or Tribal or Bureau of Indian Affairs Affidavit of Birth

If the person is already registered in Arizona and is only moving within the same county, changing their name or political party affiliation, they do not need to provide proof of citizenship.

3. Vote by Mail

Registered voters who wish to receive an early ballot in the mail may contact Yavapai County Voter Registration not less than 90 days prior to the election at (928) 771-3248 to request that their name be added on the Permanent Early Voter List. Voters may also register on the Yavapai County Voter Registration website.

Each election these voters will continue to have the option of voting by mail ballot rather than going to the polls. Early ballots give voters a safe and convenient way to participate in elections while eliminating many of the difficulties that may arise on Election Day that make it more difficult or impossible for some voters to get to the polls. Voting by mail also gives voters the opportunity to spend more time considering the choices available to them and to feel comfortable with their choices.

Returning Ballot for Counting

Included with each ballot is a ballot affidavit envelope to be used for return of ballots. You must sign the ballot affidavit on the envelope for your vote to count. The ballot must be received by the Yavapai County Elections Department by 7:00 p.m. on Election Day. You should also know that official Town Clerk staff does not pick up ballots to return them. If unsolicited assistance to return your ballot is offered by any individual or group, you should decline this type of help and notify the Town Clerk’s Office at 928-759-3028 or 928-759-3135.

The envelope containing the ballot must be signed and placed in the U.S. mail, placed in a Yavapai County drop box or hand delivered to the Yavapai County Elections Department located at 1015 Fair Street in Prescott. A Yavapai County Ballot drop box, is conveniently located in the north parking lot of the Prescott Valley Civic Center located at 7501 Skoog Boulevard in Prescott Valley. It is open until 7:00 p.m. election day.

For further information on voting by mail, please call the Prescott Valley Town Clerk’s Office at 928-759-3028. Water Rates

1. Why is Prescott Valley raising water rates?

The Town is proposing to increase rates to sufficiently cover costs associated with providing water and wastewater service to our residents. We have not raised rates since 2017, however, the Town’s operations contract has increased by 24% over that time due to increases in electricity, fuel, personnel costs, and inflation.  The rates need to be adjusted to sufficiently fund the water/wastewater system.

The Town plans to fund $54 million in improvements in water/wastewater infrastructure over the next five years. This money will pay for well improvements, PFAS mitigation, water storage tanks, improvements at the wastewater treatment plant, and general water and sewer improvements.

2. How do Town of Prescott Valley’s rates compare to those of neighboring cities?

Prescott Valley’s current and proposed water rates are significantly lower than neighboring cities and lower than many other Arizona municipalities. 

3. How much will my water bill increase, and is it a one-time increase? Why is it being spread over years?

This increase is for both water and wastewater and is dependent on how much water a residential household uses, and the increase will be spread across five years. 

4. Are water rates higher in some parts of the Town than in others?

No. There is no difference in residential or commercial rates based on your location.  While the rates are the same bills can differ between customers due to the amount of water used and the size of the water meter.

5. I don’t see you reading my meter. How do you know how much water I used?

Prescott Valley operates on a radio read meter system, so you will not see a meter reader.  These radio meter systems allow customers to monitor their water use in near-real-time - the Town’s WaterSmart Portal shows hourly water usage up through the previous day, so customers can assess their use on a daily, weekly, and monthly basis, and can report average per-day use changes over time.  These functions can help customers to tailor their water usage to their own specific needs.

The secondary importance of this system is to immediately detect leaks that might increase a resident’s bill and to assure water conservation.

6. How much water does the average Prescott Valley residence use?

The average Prescott Valley residential customer uses 5,000 gallons per month. 

7. I don’t use 5,000 gallons per month. Will I pay less if I use less?

You will only be billed for the gallons of water that you use. 

8. Where can I find information on conservation to manage my water rates?

Customers are encouraged to look at their bill online via the WaterSmart Portal.   The online Portal has a built-in tool that lists conservation actions that customers can look through and decide which are right for their unique situation.  These conservation actions are listed in the Take Action tab at the top of the WaterSmart Portal.

Additionally, if you are a residential sewer customer served by the Town of Prescott Valley, here is some information that could help you reduce the cost of your monthly water/sewer bill.

Each April, the Town of Prescott Valley calculates a new Winter Quarter Average (WQA) which determines your monthly sewer charge for the following year. The WQA is 90% of your November to March average water usage. For example, if your five month’s total water usage (Nov-March) is 25,000 gallons, the average water usage for this five-month period is 5,000 gallons a month; 90 percent of that 5,000-gallon average equals 4,500 gallons. Therefore, 4,500 gallons of sewer usage is the highest sewer volume amount for which you would be charged per month from April until to the new winter quarter calculation is figured for the following year. This calculation acts as a cap for how much you can be billed in regard to sewer. For example, if you used 8,000 gallons of water, you would be billed only for 4,500 gallons of sewer usage, since that is your established WQA.

But, if you used less than 4,500 gallons of water in a month, you would be billed the corresponding volume amount for your sewer usage equal to the water usage. For example, if your water usage for a given month during the year is 3,000 gallons, the sewer charge would be prorated to 3,000, not the 4,500 gallons calculated on your Winter Quarter Average. Your WQA works in your favor to provide you with the lowest possible sewer charge each month.

Since the WQA is based on water usage between November and March, any reduction in water usage during this time frame will also help reduce your overall water and sewer charges.

9. Does Prescott Valley have any incentives for installing water-efficient appliances, voluntarily reducing water usage, etc?

Prescott Valley is currently developing a new Conservation Plan which will be rolled out in the next few months. Options being considered include rebate programs for hot water circulation pumps and water efficient appliances, prohibition of ornamental turf, requirements for drought tolerant landscaping, and other conservation measures.

10. What is the Stormwater Utility Fee on my bill and what will it be used for?

This fee will better enable the Town to maintain the stormwater system, with assigned staff dedicating 100 percent of their time to maintaining roadside ditches, the underground storm system and box culverts. The fee will allow the Town to obtain the proper equipment for the maintenance of this system and move forward with stormwater projects that will help to resolve some of the Town’s flooding issues. In addition, the fee will assist in designing and building recharge projects to help replenish the Town’s aquifer by slowing stormwater and allowing it to absorb into the aquifer, benefitting every resident of Prescott Valley. Historically these services were funded from fees that should pay for other Town services. 

11. What is the amount of the new stormwater utility fee?

If approved by council, the initial fee will be $3 per month and will gradually increase over the next five years to $5 per month.

12. I already pay taxes why do I need to pay another fee?

The Town of Prescott Valley does not collect any primary property taxes and is primarily funded by sales tax and state shared revenues. This does not generate enough funding to create a dedicated stormwater program.

13. When will this fee go into effect?

If Council approves this fee, the first time you will see it on your utility bill will be in February 2024.

14. How can Town of Prescott Valley residents submit comments and concerns regarding the rate increase?

Residents may submit questions or comments online at comrel@prescottvalley-az.gov.

15. Does the Town assess fees toward new residential homes and businesses to cover their costs?

Yes, the Town assesses Water and Wastewater Capacity Fees to new homes and businesses that cover the cost of capital improvements needed to service their demand.

16. What is an “Enterprise Fund”?

Both the Water Fund and Wastewater Fund are considered “Enterprise Funds” and are accounted for separately in the Town Budget. These Funds are self-sufficient, meaning revenues must meet expenditures, similar to a business.  Funds are budgeted, expended, and audited annually to ensure the systems are maintained appropriately to provide clean drinking water and treat wastewater.
